This takes place in the Soda Seas area.
I add onto this. First, in the crevice over to the far left there will be a cave above water. Bump it, and grab the worm that pops out. Hold it in front of a yellow fish, and catch the fish. Now, go to the southeast area and go to the mullet. Put the yellow fish in front of Mullet, then either drag Mullet to the net (1000 coins for this) or let it go. Now swim where Mullet had been and go down. To get the diamond, let the crab you see there take all the coins. Suddenly, it will feel bad and give you the diamond.
